TAKE NOTICE that the Durham Catholic District School Board passed an Education Development Charges By-law on the 22nd day of April, 2024, under Section 257.54 of the Education Act. The By-law is Education Development Charges By-law No. 7 (2024).
AND TAKE NOTICE that any person or organization may appeal the By-law to the Ontario Land Tribunal under Section 257.65 of the Act by filing with the Secretary of the Durham Catholic District School Board on or before the 3rd day of June, 2024, a notice of appeal setting out the objection to the By-law and the reasons supporting the objection together with the prescribed appeal filing fee.
The By-law comes into force on May 1, 2024, and has a term of five years. The By-law imposes education development charges in the following amounts for the periods set out below:

The education development charges are imposed on all residential and non-residential development of lands in the Region of Durham excluding the Municipality of Clarington. Accordingly, a key map showing the location of the lands subject to the By-law is not provided as part of this notice.
A copy of the complete By-law is available for examination in the offices of the Board located at 650 Rossland Road West, Oshawa, Ontario, L1J 7C4, during regular office hours or on the Board’s website at www.dcdsb.ca.
Notice of a proposed by-law amending the education development charges by-law or the passage of such an amending by-law is not required to be given to any person or organization, other than to certain clerks of municipalities or secretaries of school boards, unless the person or organization gives the secretary of the Board a written request for notice of any amendments to the education development charges by-law and has provided a return address.

TAKE NOTICE that on February 28, 2024, the Durham District School Board and the Durham Catholic District School Board will hold a joint public meeting pursuant to Section 257.60 of the Education Act. The purpose of the meeting will be to review the current education development charge policies of each Board and to solicit public input. Any person who attends the meeting may make a representation to the Boards in respect of the policies. The Boards will also consider any written submissions.
A Policy Review Document setting out the Board’s policies for the current education development charge by-law will be available on or before February 14, 2024, at each Board’s administration offices during regular office hours and on each Board’s website at https://www.dcdsb.ca/en/ourboard/Educational-Development-Committee.aspx and www.ddsb.ca.

TAKE NOTICE that on February 28, 2024, the Durham District School Board and the Durham Catholic District School Board will hold a joint second public meeting pursuant to Section 257.63 of the Education Act. The purpose of the second public meeting is to consider the continued imposition of education development charges and a successor by-law and to inform the public generally about each Board’s education development charge proposal. Any person who attends the meeting may make a representation to either or both the Boards in respect of their proposals. The Boards will also consider any written submissions.
The education development charge background studies required under Section 257.61 of the Education Act (including the proposed EDC by-law) setting out each Board’s education development charge proposal will be available on or before February 14, 2024, at each Board’s administrative offices during regular office hours and on each Board’s website at https://www.dcdsb.ca/en/our-board/Educational-Development-Committee.aspx and www.ddsb.ca

Any person who attends the meeting may make representations to the Board in respect of this matter. Written submissions, filed in advance of the meeting, will also be considered. The Board would appreciate receiving written submissions one week prior to the Public Meetings, so that they may be distributed to Trustees prior to the meetings. On April 15, 2019, the Durham Catholic District School Board passed an Educational Development Charges (EDC) Bylaw to address growth related land acquisition costs.
With the Bylaw, the Board collects money from new residential construction within Durham. The Bylaw will be in force from 2019 to 2024.
The Board adopted a rate of $1,086 for May 1, 2019 and is to be increased annually by $300 as allowed under the regulations. The Education Development Charge amount per dwelling unit shall be the following for the periods set out below:
